Arthur Clifford Hills was born on the 19 Feb 1891 in Streatham, London, the son of Richard Hills, a clerk at the Bank of England, and Anna Martha (nee Goldston). Arthur followed in his father's footsteps as a clerk at the Bank of England where he worked until retirement. Arthur was known to the family by his middle name Clifford.

Arthur married Edith Henrietta Parrott on the 14 Aug 1919 at St.Albans, Streatham. They had one son Michael born in 1923. Arthur passed away in 1967.
