Frank was born in 1886 in Ealing, Middlesex, the son of Frank Arthur. Ramsey, a commercial clerk, and Emma Alice (nee Cox). In the 1911 census Frank is recorded as being a commercial clerk like his father.

F. P. Ramsey died on the 24 November 1954, aged 68. Pre War Old "E" co., in which he was one of the "Knuts". He lived at Leicester and distance prevented him from attending many of our gatherings, though before the war he attended several dinners. He leaves a widow and four children. He died suddenly while alighting from his car, having only shortly retired.
